Federal tax dollars

Of every single income tax dollar, the federal government spends $0.30 on military and defense and $0.19 on interest on debt, yet it spends only $0.04 on education, $0.02 on housing and less than $0.01 on job training. Really?!?

"For Sale"

I discovered late yesterday afternoon that the owners of the Pioneer Resort and Marina have put it up for sale. The Oshkosh Northwestern has a story about it in today's newspaper.

The city is already down hotel rooms with the Pioneer off-line and the Ramada will soon be demolished to make way for a Golden Corral restaurant. What impact will all of this have on our tourism and convention business? It can't be good!

Quite frankly, I'm disappointed that the DNR and Decade Properties could not reach a compromise, even with the involvement of local leaders, our state elected officials and the governor. I do not have an issue with them building on the exact same foundation as the old Pioneer. I don't see how moving from a hotel to a condo/hotel (that will be used mostly as a hotel) is that dramatic of a change. I'm also disappointed that it seems this move by Decade caught everyone by surprise. Was any advanced notice given or even a courtesy call to the city?

Another item to consider is the newly created South Shore Redevelopment Area and proposed riverwalk (also see this ON article). What impact will all of this have on progress and planning? I'm worried it could have a negative impact! It was my understanding that some of the newly included work in the recently approved CIP was going to help or assist in the DNR/Decade "battle." It sounds like I need to have a conversation with Jackson Kinney.

Fifth Tuesday Forum thank you

The 11/29 Fifth Tuesday Forum produced some good discussion on a number of city issues. Thank you to the citizens who attended and my fellow councilors Burk Tower and Shirley Mattox for being there as well.

I will soon send questions to department heads and begin to post notes from the forum on my website. I expect to have the initial notes online sometime over the weekend. Please check frequently for updates. Once the notes are complete, a final version will be available online, at City Hall and each council member will receive a copy.

Just in case you're wondering (or like to plan ahead like me), the 2006 Fifth Tuesday Forum dates are: January 31, May 30, August 29 and October 31. I'm always looking for new locations to host the forum, so please send me your suggestions.

President McCain?

In today's USA Weekend, a reader questioned if U.S. Senator John McCain is eligible to run for president. I'll post the exchange:

Is Republican Sen. John McCain actually eligible to run for the presidency? I thought he was born outside of the United States. Tom Washington, San Mateo, Calif.

McCain is a U.S. citizen, born to American parents in the Panama Canal Zone on Aug. 29, 1936. (It was then a U.S. territory.) His father was stationed there with the Navy. McCain believes he is eligible to be president; as of yet, no one has contested him.

Article II of the U.S. Constitution states, "No Person except a natural born Citizen, or a Citizen of the United States, at the time of the Adoption of this Constitution, shall be eligible to the Office of President; neither shall any person be eligible to that Office who shall not have attained to the Age of thirty five Years, and been fourteen Years a Resident within the United States."

What do you think? Is Senator McCain eligible?

City budget

After over an hour of discussion, the budget was approved and there will be a $10.00 a month garbage and recycling fee beginning October 2006 ($30.00 total for 2006, slated to be $120.00 a year starting in 2007). As stated at the meeting, I am not happy with the fee, however, the city must have a budget. Since I agreed with the majority of the budget (the fee represented 1.03% of the entire budget), I feel it was the responsible vote to cast. Sometimes we don't like everything in the "entire package" but it's our duty to pass a budget (although I suggested calling a special meeting next week to give us more time for discussion and action but it did not garner the necessary council support).

I believe we could have provided the service and kept it on the property tax bill but did not have the support of the majority of the council. Councilor Burk Tower and I were the only two councilors to propose ways to keep it on the property tax bill. Thank you, Burk, for your suggestions on how to keep the core service provided via property taxes. An additional thank you to Councilor Meredith Scheuermann for supporting my second proposal to keep the service on the property tax bill.

In case you missed the meeting, there were three proposals to keep the garbage and recycling collection service on the property tax bill. Councilor B. Tower's proposal failed 1-6-0 (Burk was the lone "aye" vote; I voted against it because I wanted to propose a few more specific cuts than Burk suggested). My first proposal failed 1-6-0 (I was the lone "aye" vote). My second proposal was the closest to approval, however it was defeated 3-4-0 (Burk, Meredith and I voted "aye"). I thought Councilor Shirley Brabender Mattox might support it (there was a pause prior to casting her vote) but she ultimately voted against it.

One thing is for sure, the common council and city manager cannot continue with "business as usual" when it comes to the budget process. I, for one, will not accept the status quo! I agree with Mr. Burk Tower, we need to have discussions in the summer to help set the stage for the fall. I also believe the city needs to have some sort of productivity/effectiveness study. I know at least one councilor (Mr. Esslinger) who will support me in this effort...by the way, thanks for not jumping out of your chair and hugging me at the last budget workshop!! :)

Finally, it's my hope more citizens of Oshkosh will become involved in the process. While I received several letters and phone calls specific to the garbage and recycling service and fee, I heard next to nothing on the remainder of the budget. I created a special page on my website with links to budget documents and a place for citizens to provide me feedback, however, not one person submitted ideas or suggestions. Of course, Representative Underheim will tell you it's solely the job of the council to find cuts and make suggestions, after all, we were elected to the council...but I don't think his opinion is that of the majority.

I learned a lot during this, my first, budget process. I have pages (literally) of ideas and thoughts. For me, the 2007 budget process starts now!
